While I've never made this recipe, Two of those three gases (Hydron-3 and Hurlothrombic) are currently sitting on the floor in my workshop, and a quick browse of swgcraft.com shows that Methanagen (and the others too) is spawning onseveral servers as we speak. So, while requiring three specific inert gases is certainly more restrictive than most Chef recipes, it's not gated.
Which resource do you not have access to?

If you are on TC and testing the recipe then if those gases are not available on TC then they are gating your tests. -Indene-
I just tested it and pre-patch food is fixed. I had a crate of tattooine sunburn left over, and it works fine.
And for what it is worth, the stomach filling is 39%.
1) Barrels give a 1x modifier to drink uses.
2) T'illa-T'iil lists Flavor and PE under it's requirements, even though none of the ingredients have any.
3) Caf list Flavor under "Experimental Nutrition" and not "Experimental Flavor". This makes it impossible to experiment the 2 independantly.
4) Pastebread and Veghash are used as Components, even though they are not components.
5) Vercupti lists Species Restirction: Pets, even though I'm pretty sure it shouldn't.
Nothing has changed, as far as I can tell, since last Monday. So I've only tested these lately.
