I don't like the maintenance fix as it stands now. The player city I lived in only survived because structures of players no longer playing decayed at some point. If that only happened 12 month after cancelation that would never had happened and Farpoint would have died since the whole city-center would have been all of dead structures. Give mayors some chance to get them removed after they are "condemed".
They survey on bike stuff is nice though. As mentioned mostly unnecessary, but still nice.
Politician 0 skillpoints? I dunno. I think SOE has gone from one extreme to the other. It bears the risk that all of the politiican concerns get answered with "Well you don't have skillpoints costs, so stop bugging us, we gonna care about the "real" proffessions first". Also it might happen that people want to pick up Politician just because they have nothing to do and wnat the title, and try to take over cities just for the hell of it.

Surveying/sampling:
Surveying while on a vehicle is something that I personally thought should have been in the game along time before now. Always thought that having to get off your vehicle was kinda knit picking.
Sampling while on a vehicle does not make sence though. This is something that should only be able to do while firmly on the ground.
If you can't have 1 without the other then I would take the new method over the old anyday.
Maintinace:
I think this is a good concept. Anyone who has lost millions in products or resources do to a factory not emailing you about its condition I am sure would agree.
I don't see this affecting architects all that much. I don't believe alot of their income comes from people who let structures burn up (granted it does account for a portion). Players who can afford the large structures or harvesters usually keep them maintained so this shouldn't be a major issue.
Mayor:
I have mixed feelings about this issue. I see the major advantage of anyone being able to do Politician and be a Mayor without having to dedicate a chunk of there skill points to do so. I also think that its not such a bad thing for mayors to have competition for their job. Just because someone spends the skill points doesn't mean they are qualified to run a city or do whats best for it.
The down side to this will be that anyone can create a city. I think this is going to be the biggest problem with changing the profession. This takes away from those who have spent the time and effort to actualy do the profession and i think will start a trend of cities even closer to POI'slike the krayt graveyard. I understand that these places could be and maybe have been used for cities but most Mayors want the ability to grow a city to its absolute potential so building near these POI's can stifle growth and aren't as attractive. For someone looking for a way to camp a POI this offers alot of benifits and they aren't going to be concerned about growth just that they have a safe place to log everyday.
Even though I think there is a planet limit as to how many cities that can be built this also provides a means for players to abuse it and grief players. The last thing i want is some 12 year old placing a city hall next to My friends and I's compound and making us a part of a city.
I trully believe that this will lead to abuse of the profession and should not be permitted.

You bring up some good points about the Politician change. Have you thought of posting them over in their forum? Pappi's got a similar feedback thread.
While they took away the skill point requirement for Politician, you still have to get voted in. Sure anyone can get Novice Politician, but if you don't get any votes, you don't get any xp. Mayors actually in office have an advantage in that they get xp both for votes cast for them and an "xp stipend" for being in that position.
And there are a few limits to "anyone placing a new city". First, there has to be a free slot for a new Outpost (I think that's the smallest city level), or you can't even place a city hall. Second, POIs have a "no city" radius similar to other cities: you can't place a new CityHall within a given radius of a POI (I think it's around 2k). You may see cities closer than this to POIs, but those should only be ones placed before that restriction was added. Finally, you have 24 hours to get 10 registered citizens in your city, and if you don't the hall goes poof. If someone puts a hall next to your existing house, your're not automatically added (although I think you are added if you're outside a city radius, and then inside after a level increase). Even if you are automatically registered, you can revoke your citizenship and should not have to worry about any tax griefing. Although that does leave you with with some possibly nasty neighbors. Or you could register as a citizen and vote out the mayor.
Um....that got a little more rambling than I expected, so I'll just stop.

Well personally I think that the new maintenance rules are not so bad on the surface.....but they pose a serious problem in the long run. They now make it even harder for Mayors to clean out structures in their cities from long dead players. We have two cities in particular on Starsider that used to be spectacular shopping cities. Well laid out and well stocked vendors. Unfortuantely, they now are more of an eyesore than anything else. Merchant tents and vendors in prime locations that will most likely never disappear. The accounts are cancelled....those people are never coming back in game. BUT....they didnt delete their characters, so the toon still exist. NOW....under the new system....those structures wont even decay when the maintenance runs out. They are now there for the forseeable future, regardless of whether the former toons have any cash in the bank.
If they were going to to this, they should have given mayors the ability to destroy a building once it had been condemned within the city limits for one month. They dont HAVE to destroy it, they would just have the option to. That way room could be made for people who actually PLAY the game. I dont mind maintenance coming out of your bank account, but that policy, coupled with the condemned feature and the fact that Mayors can do nothing about it, means that there is just going to continue to be an accumulation of dead houses and Merchant tents. What fun.
What I cant figure out is how this actually went live. I mean, four months ago the devs were telling us that they had to restrict all vendor item limits so that they could free up database room. Now they have created a situation where structures and their contents can last forever in many cases. Yipee! LOL.
So give Mayors the ability to bulldoze a structure once it goes condemned for 30 days, AND....maybe actually go through with the character purge that they have been talking about for a year. I mean jeez, there is a merchant tent right in front of the shuttleport of one of the biggest cities on the server that has been empty and dead since April 2004 or so.
Just my thoughts. I think the Survey from Bikes is nice, and the warcry fix as well.

Love to be able to survey from a mount
Hate the structure maintenance revamp. Not just for player cities, but highly desirable locations around Theed and Coronet (for example) will be almost impossible to get. Buildings will never decay into non-existance, and newer players wanting to become sucessful merchantswill never get the A+ locations.
Who want's their shop to be 3000 meters from a city? Well that's what will eventually happen if old buildings don't delete themselves when players leave. Not to meantion lag. Old unused buildings will just put more strain on the servers and our internet connections.
If this was done because of a maintenance bug, then the bug should have been fixed, not bypassed.
