As a chef, with huge storage issues, my input hopper is usually 100%. My factory still doesn't stop till it reaches 70 or 81 or 95 items... depending on the mood it's in. I'm quite sure it's completely random.

Well, I'd just like to encourage everyone to do what the email says and report it. That way they might actually pick up on how bad the issue is and how much it affects crafters.
