Umm Sciguy... to verify the finalists it why dont you just have someone verify the item by an ingame trade? This way a screenshot cant be doctored.

Well, then we'd have to get impartial judges on all the servers. That might be something to do if an entry looks fishy, but may be a bit impractical even for just the one or two top entries per server. By the nature of game, there's going to have to be a bit of an honor system.
But just to be safe: Hang on to your results. Heck, put it on a pedestal next to your vendor (the /eat command was fixed, right?) for all to see and admire. Just make sure you really trust anyone else on the building's admin list. ![]()
1) other than by honor system...there really is no way to restrict it to 10 points, BE additives are easy enough to see, but telling if someone used more than 10 points is going to be very tough...
2) there is an easy to see method to maxing one's score...and while yes theres no real way to avoid it...maybe adjusting the scoring formula might make a 2nd or 3rd method viable.
3) nice idea...maybe after this round, try a "best without BE" allow any exp points, so the honest 11 or 12 point chefs don't get potentially outdone by someone sneakin in 11 or 12 points. and perhaps have a 3 to 5 item menu competition...like the real iron chef show....pick a resource and only schems with that resource are allowed.

Look at the screenshot sample he posted. Very easy to see how many experimentation points were used.
