What you are failing to realized is that this drink and the melee defense food are not supposed to mitigate damage. Run the same test again but this time have someone hit you with 25-50 low damage shots. These defenses are supposed to modify the "Chance" you get hit, thus allowing you to have the shooter miss more. At least this is how this stuff worked PRE-CU. I've been using it in PVE and I still notice the same benefits.
Actually when I get ingame I'll run a little test with a friend and report back here.

I just ran some test too.
I fight the same maurader over and over from ranged.
Pica thundercloud, aakuan rings, BE +16 ranged def shirt ... they mitigate zero damage.
But if I use duelist stance from Bounty hunter (modifies "defense" by +160) I take 16% less damage per shot.
Edit: Also,I would like to add that Crispic (+40 ranged accuracy) adds 1.5% to the damage I do.
And Deuterium Pyro (+196 ranged accuracy) adds 7.2% to the damage I do.
NextI am going to dropPistols 0004 (can always get it back easy) to loose 40 ranged defense from my templateand see what effect that has. It will answer the question is it the food or is it the ranged defense skill itself.

Post-cu defense > attacker accuray mitigate damage.

To me it looks like ranged defense, either from food or BE clothing is working but only when you are holding a ranged weapon.
Question is if it is having a ranged weapon or having "rifle defenses" (the stat which is omly active when holding a rifle) which make it work.
Some things to test:
1) Using the same character. Equip another ranged weapon for example a pistol and compare stats (note: you will not have any rifle defenses so you should compare it with test 1)
2) Test with a character that is not ranged.
After extensive testing I have determined that stuff like BE clothes with ranged defense, and ranged defense food (pika) only takes effect if:
a)you die
b) you log for 15 min
or
c) you re-equip your weapon
And yes, it does reduce damage. For instance, fighting a level 78 marauder, take the pika and his ranged shot will do 114 damage, but re-equip rifle and his ranged shot will do 105 damage.
Iassume the same is true for melee defense based on what people are saying in the forums. /bug has been submitted

Interesting. Is this for defense food/BE clothes only? Or for accuracy food as well?
I have a theory about this:
Devs have probably missed to add a check and update of temporary defenses (weapon specific, clothing, food) when you eat something. When you equip a weapon there is probably a check/update (which is working) for temporary defenses because different weapons add to defenses (rifle defense when you have a weapon equipped). So when you re-equip a weapon it will make sure that you have weapon specific defenses and at the same time other temporary defenses get fixed at this point.
I am sure it applies to melee food as well.
Accuarcy food works as it should (no need to re-equip)
On my character vs level 78 NPC's +196 accuracy deuterium pyro increased damage done by 7.2%
+40 accuracy crispic increases damage done by 1.4%

Vegeparsine was working, taking it as a jedi padawan post-cu would boost def 100 and I would recieve less damage per hit. after the patch 17where they "fixed" food, it does nothing. at least for me
This post is awesome.
I had done testing dueling with and withou Thundercloud, the times missed and the damage did not change so I stopped consuming it. I will try the re-equiping of both my pistol and my saber. This should be very interesting.
