Well, Charge Shot 1 KDs for the carbineer. If you want to use it with low HAM costs, you can use CS1 with a CDEF.. or for generally low HAM and speed you can use it with a sliced DH17. I gave away a DH17 last week to a TKA that wanted to KD and get close for this reason. Then you could go up the rest of the way for accuracy while moving or up the marksman line for more accuracy and Crippling Shot, for good damage. Full Auto Single 2 can give MOBs status effects such as, well.. Blind and Stun. Action Shot 2 also bleeds multiple creatures and changes posture.
On the other hand, you could go smugger for low blow and panic shot (delays action). However, I don't think panic shot is working at all right now. I don't think that smuggler's have any moves that cause status effects. However, the pistol is quite fast and pretty accurate.

I'm going master tka and doctor 0/4/3/0. i figured i have enough points to get one whole tier of a master ranged profession, or something like 1/0/0/2. My question is: Considering my other professions, what would be the best compliment, Carbine, Pistol, or Smuggler? What skills should i get within those choices? My intentions are to have some good attacks/maybe bleeds soI can get somenice damage in on mobs while they charge me. For pvp I'd like a ranged knockdown that would let me close in and do some good melee damage, but am not sure if this is feasible post patch (knockdown gimping). Any suggestions?
p.s. I'm banking on clothing enhancing (terrain negotiation) working by the time I get to the end of my grinding.

Just to clarify what SOJ said about confusion shot and fireknockdown. Both of these skills do in fact work in that they apply dizzy to the target. HOWEVER, dizzy works in PvP but has zero effect in PvE on animals or humanoids. It also doen't stick for very long. For example, knockdowns are supposed to last 5 seconds. If I fireknockdown a creature in PvE, that creature will get up after 1-2 seconds and at the same time the Dizzy will drop.
So, technically those skills do in fact work. However, Dizzy doesn't work except in PvP. so even if those skills mentioned were fixed to include the Dizzy effect, they will offer no improvement except in PvP.

Sidenote: I find it very interesting that both the BH carbine and carbineer's have the exact same problems...high HAM, broken specials and, if you read my other post, borked guns.
Another thing to consider is that the Laser Carbine is AP2, or you could switch to a DXR6 for acid or EE3 for heat damage types. I notice your template calls for a master surgeon. Don't worry about the high HAM costs for carbine, with Enhance C or D buffs you will not notice it haha

Damnit. Every new post makes my decision so much harder. I didnt even think about armor piercing... This is ridiculus. How much damage does charge 1 do to what pool? Thats probably gonna be the only big shot I'll get, since I won't be able to get much else. I figured I could get one box of accuracy after charge 1.
