I don't know what it's like on other servers but on Chimaera, Carbineers are very rare. As a result carbine speed and accuracy SEA's are VERY cheap. For basic +1 attachments you should check out the bazaar in coronet every few days, I filled a set of armour with +1 speed and +1 accuracy attachments with 1 trip to the bazaar.
Rather than spend that money, I would recommend doing BHx4xx and just getting speed capped, the specials you get with that are worth having and the accuracy is also rather nice.

If your enemy can do the same to you in 9, of course.

You have absolutely a ZERO chance of taking me, a Carbineer/Fencer/Pistoleer, out in 10 seconds.....even a CM or Jedi can't do it that quick.
I was a late comer to the Defense Stacking template but once I did it.....WOW what a difference....for the most part I don't have to kite Melee Profs anymore
