stocks and scopes can have HAM costs reduced to practically nothing by experimentation but here lies the problem. A scope is something that you would expect to provide a ranged bonus modifier so why wouldn't you place most of your experimentaion there instead of fiddling with it's HAM cost by putting points into efficiency?
The fact is that attachments increase HAM as you allready know. Players who trun their noses at stocks and scopes are not looking ath the statistical benefits these items provide. Think of it this way. If you were a carbineer would you rather have an EE3 or DXR6 that shot fast and did nominal damage and was not all that accurate or would you rather have a gun that was a bit slower but hit more often and could possibly do more damage? Sure the specials cost more but in the long run they should be more effective.
