probably because they dont consider carbineer HAM costs a problem....
swordsmen/pikemen have greater HAM costs, and fencers with their low damage HAVE to use more specials, so they end up using large amounts of HAM too...
i believe their attitude is if you dont like the HAM costs, dont use the specials
