There are two different rifle barrels, blaster rifle barrels and projectile rifle barrels. The projectile rifle barrel is only used in the Tusken Rifle so those theme park rifle barrels are pretty useless. Today, there might come new weapons using them.
So your laser might have 150 more max damage roughly, but this has like 100 more minimum damage which with mitigation plays a huge role in PvP.

I don't have the exact figures at hand, but they may be stickied somewhere. Mitigation adjusts the difference between min and max damage. Lets say a laser has 55-400 damage, and you shoot someone with Ranged Mit 3, then 60% of the difference will be taken from the possible max damage, meaning that your guns damage range will actually be 55-138. Now, you can add your 20% ap bonus, but it will not make up for the loss you have suffered to your max damage.
Lets say the elite is min 150 max 250. Then against the same target your adjusted max damage is now 190. As you can see, even with a gun that is apparently far less powerfull, it actually will have a much better max damage against the oponent.
Now, please excuse my gross discrepencies, this was just for example purposes.
