Man, you got a nice max damage on that one there. The only other i saw on Valcyn was on auction and it had sub 200 max damage.
Yes it is a reward for a mission that is somehow tied to the Bestine Electoral canidates. If you do a search for Lithiumium Carbine, on this forum, more info will pop up about it.
Make sure you spell it right though, im 100% sure i spelled it incorrectly.

Ok, that doesn't look like a loot drop, the Max condition is too high.
As for the bleed, it looks pretty much identical to the one on the Modified Republic Blaster, and the Enhanced E11.
The Perfect 1000 Condition ("perfect" as in "exact") indicates it's a quest reward.
I've gotten 1000 condition just the once, that I can recall. Yes, it's that uncommon it actually stuck in my head. 
It looks pretty cool. By the by, is that sliced?

U get this when u loot a smooth stone from one of the uber tuskens, U have to give the stone to an NPC that spawns in bestine when sean trenwell is in power, but i think the stone only drops when victor visalis is in power.
to get the lithitanium rifle, u take victor's quest. when u kill the tusken executioner, u get to loot his head (cool i know, and i hear it's dropable also!!). u give the head back to victor and he gives u the rifle.
looking over this post, i think i'm thinking. maybe when u kill the executioner, u loot the stone or the head, thats probably how u get the stone, as far as i know nothing good has dropped from the elite tuskens when he's not in power. I killed 2 of them yesterday morning!!! i got a lame tusken rifle! and the other one didn't have any loot at all.

Thanks for the info, but I already have the carbine, I just need to know what level I need to be in order to use it. Apperently 0-3-4-0 is not the right combo.
that is what I need help with, where is the Cert?

I thought all weapons cert come by the novice box. Anywho, maybe its bugged and there is no cert for it?

It is only an Enhanced E11,I have one. I forget where the schematic comes from tho,one ofthe themeparks maybe.

No its not, like a person above said its a quest item you get from handing in a smooth stone to a npc.

well along time ago i (when i was a swordsman) i stumbled acrossed a tusken execuitoner around the squill cave.
of him i looted his head and a stone... heard that when victor was in office you shold give him the head and get a the lith (forgot how to spell it) rifle,
So i did and got one looks like a tusken rifle. The blank stone will get you a Lith carbine when sean is in office wich he is not on chimaera. so i have to wait...
