Could it be coincidental that his synthsteak and possible PSG simply wore off after the inital volley of LegShots?
In terms of damage, as was stated above, CrippleShot is better than LegShot3 if you're speedcapped, but topping Legshot with an action DoT and bleeds should drain it considerably faster.
My guess is his/her foods and equipment simply wore off once you switched to CrippleShot and it was just bad luck. Try dueling an armor-less friend or one without steak and a PSG. You should see some noticeable damage on LS3.
