81 sac is definitely manageable but not great. How does your action do when you're using this gun? If you're running out right now, there's no reason to get a speed slice. If you're not using action too fast though I'd go with the speed or maybe a little of both (speed and crit).

I didn't think the Hallsweeper was so hot, not compared to the czerka or a good slugthrower. I could be wrong though, did you find one with some good stats maybe Hav0c?

yes sac is bit problem

since it isnt THAT high but still ...

doin about 500dmg to fully templated jedi (with dmg pup) - just friendly pvps - but they were pretty surprised with the dmg

I was doing 500 something dmg to a fully templated jedi with my 348 dmg 158 acid dmg Nyms, I was useing adv critical and had pyro and I was useing SAC PUPs. It has an SAC of 64 with the pup on it.
