You would have to maintain a balance of over 100 million to cover your buffs and insurance and that would only be 19 000 a day that would barely cover the cost of insurance buffs and bank fees on some servers. Not to mention it would almost cover a suit of armor in one week. But then you would still need to put out cash for buffs insurance and repair kits and food and so on.
By my calculations, someone with 10 million credits would earn 190K in interest a week (at 1.9%). That's 27,142 credits a day...more than enough to cover buffs, travel costs, insurance, cloning, etc. That's basically a free solo-group mission every day, without effort or risk.
The only reason I could see to offer bank interest is if the Devs thought there wasn't enough money flowing into the economy. However, if the Devs think there's too much money in the economy, there's no way they'd introduce a new income stream, especially one that gives away free money for doing nothing.

No earning interest in the bank would only bring more money into the game. Furthermore, the only players it would really benefit are the super rich. (Like me) who don’t really need it anyways.
Here’s a thought though. Player Banks. I drop a bank building, and set the interest rate. I try to keep enough in the bank to cover withdrawals, but I can use the rest to earn more money.
Not even remotely practice or feasible, (or even necessarily desirable) in the SWG economy, I know, I know, but it still seems kinda cool to me. But then I am a harsh geek who wants as many economic features as possible...

Now, if the game was to implement some form of a loan system so a new player could say borrow 50k to buy some buffs and weapons and repay it over the following week with interest, then it could work. But I doubt it (would need various controls to prevent abuse)

I don't think beggers would stop begging if they got bank interest. They beg because they are greedy, but too damn lazy to run a mission. Since bank interest requires no effort, they'd still have plenty of time to sit around and beg. Besides, if they really are so poor, the bank interest wouldn't give them enough money to make a difference.
