In another thread Phaelyn posted some comments by Lord_Pall to the effect that Devs want to reduce pricing for all goods. This gives us a possible insight into why they would implement something like ADKs.

I didnt know what to say.. it was soooo out of context and from left field given the situation and its not the first time I have been accosted by d00ds trying to hawk the kits for 8 million credits or more.
It was just strange
funny thing is you only get 1 per ACCOUNT right? Maybe the d00d should have picked it with his full time char? lol. Before I picked my ADK on Corbantis I thought abou selling the ones on my other chars(sorta like the holo-server-trade madness that went on last xmas.) Then realized it's only 1 per account..hehe

As someone else mentioned, I think this is part of an multi-faceted scheme to lower the price of goods galaxy wide. If you add up all of the changes, it is one of the conclusions you can come to.
Get one and sell it to some "chump" for 15 million. No way Jabba is worth that much.

Lowering the price of goods doesn't increase the flow of credits in the game...it just means that people get to keep more credits in their pocket. If they have more money in their pocket, maybe they run fewer missions (which are boring anyways), reducing the amount of money coming into the game.
True, when Devs try to tweak the economy, it's usually through direct means, such as maintenance costs or monetary payouts. However, one possible conclusion is that the vet rewards, combined with the galaxy-wide search, are part of a pattern of indirect economic manipulation by the Devs. They can't very well put in NPC vendors or institute price caps (I hope), so they do what they can with as low a profile as they can.
I'll grant it's all conjecture, but as I said in another thread, it does tie a lot of loose ends together.
