Acaira,
It will tell you that are not certified to use the VK when you put it on, but just ignore the message - you can still use it and inflict the same damage as with your fists, just your attacks will come quicker if it has a speed slice (so shop very carefully!)
As for buffs - doctors can buff your first 6 stats - this means increase them by around 2300-2500 points each. This is a must for grinding your way through brawler as it means you do not need to look at your health going down all the time and worry about healing yourself. As for mind buffs, there are three stats to buff, Dancers can buff Mind (by having you watch them for 3mins 20secs dancing purely for you (called directing performance to you), and musicians can buff your Focus and your Willpower (by listening for the same amount of time). I rarely use mind buffs, but when I do I really notice the difference.
Doctors will charge 10k (sometimes more) for buffing your first 6 stats - I used to be a master dancer and asked my customers to tip whatever they felt it was worth - highest I got was 50k for a buff - some tipped not at all lol ... but most were between 5k-10k.
The reason you would want these buffs is that in addition to making it extremely hard for low end creatures to kill you, you may notice that every time you do a special attack (eg /unarmedHit1 or /unarmedStun)it drains a little of your stats - if you want to quickly level up you will use your specials repeatedly, over and over and over again - your mind will slowly being to drain away and you will be in danger of incap if you spam your specials too much. This is why mind buffs are so useful (although you can buy brandy that will also buff your mind, focus, willpowerfor 45mins or so if you don't want a dancer/musician buff)
Hope this answers your questions

Wow!
Thank you both for those replies. I dont think I can afford the buffs right now, but I'm working missions atm and am almost to UA IV now.
Thanks again!
