Those who have been here since the glory days of the pre-nerf warcry probably once said as I did "this is worthless now"
Well, though it cannot compare to what it once held for us, it can be very useful in pve and pvp in its current form.
NOTE: Devs we still need it to be AoE, not cone
Also, for the mostpart I will be referring to warcry2, warcry1 is a bit too short to be used in some of these examples, however for some it still does have purpose.
now that being said....
above all you need to understand warcry will break if you attack. Often its hard, especially if near speed cap, to manually do this. Instead, I find it easy to make a simple macro to replace my normal warcry key:

/pause 1;
/peace;
~~~~~~
This will make sure you peace out of combat not breaking your own warcry.
EDIT IN: Note* Warcry rotates on a 30 second timer. Those with warcry 2 can apply the warcry again once it wears off after 10 more seconds, warcry 1 after 20 seconds.
Here are some following great ways to utilize this ability:
PVE:
1) Outnumbered and want to do a little crowd control. Target one of the mobs, run around a bit until you line them up so a cone will hit as many as possible, and warcry. Start slamming on one as fast as you can, hopefully if a smaller mob you can cripple it before the others can help. Repeat as needed.
2) Oh no! I'm tanking this super hard creature (NS elder, NS Queen, etc) and I cannot a) heal faster than take damage or b) spare the mind to heal during the fight. So you simply drop warcry, and start healing like crazy, this lets you catch up without taking further damage, can further benefit by pairing with method #3...
3) While tanking in heavy armor, use warcry as a pause to heal even without medic, especially that all important mind pool. Simply drop warcry, hotkey away your armor (or use a macro) count to 15 or so, and pop the armor back on. NOTE: Current test center is adding a delay to removal of armor, this might become inefficent with this change, so that maybe only the helmet would have time to be removed to be beneficial
4) Buy time for an escape. If you just are hopelessly beaten and want to retreat without getting killed, warcry can buy you time to get away.
5) When in pairs, you can use warcry to effectively change tanks. Tank 1 gets wore down, he warcries and peaces out of combat. Tank 1 starts walking away as Tank 2 steps up and starts wailing on the mob. 90% of the time the mob will instantly switch aggro.
6) Another pairing trick. How many times have you been needing to refresha canape, brandy, or other item you carry in crates, maybe even use stimpacks and realize "oh no, all of them are in crates and i'm in combat" Use warcry as stated in example #5 and as soon as mob switches, you can peace out ending combat, and retrieve items from the crate.
PVP:
2) Major crowd control. I cannot stress enough how underused this is. In mass battles brawlers should spam warcry every few seconds. If 5 people rush your group of 5, and you warcry let's say you only get 2-3 of them. Your group can focus 5 on the remaining 2 or 3 instead of 5 on 5, by the time the others get back in the fight, it may be too late to help, then after the timer runs out (10 seconds after the warcry wears off) you can reapply. Brawlers can turn the tide, and shut down those pesky cm's to give your doctors time to heal.
3) apply some of the pve methods if need be. Often in 1 on 1 fights taking that 20 seconds to rest with your helmet off ina close match while the other guy stands there unable to do anything is enough to win. If they try to remove their helmet or other armor parts, then you can choose to attack and punish their choice, an option they don't have until after 20 seconds are up.
4) This has pretty much already been covered but its important to remember warcry stops all actions, not just attacks. Heals, attempting to apply dots, eating or drinking, just about anything is stopped by warcry. Can also cause confusion if a person doens't realize it was warcry as they slam their keys in frustration unable to fire. Its amazing how many fights a brawler wins due to random severe "lag" on their opponent *wink*
5) Use to stop that kiter from hurting you, a good tactic if you see a smart kiter hit his burst run to to warcry him. This "wastes" his valuable kiting time and then when you burst run after him later, yours will outlast his, and you can catch up to him and do your business.
In conclusion I may regret sharing this info some day. Not that others haven't figured it out, but i'm sure a few somewhere will become "aware" of these abilities now and so i apologize in advance to any of you other folks who feel i'm revealing trade secrets, but I just want to help all those newer brawlers who are trying to find a role for this ability on their toolbar.

Yup it needs AOE but the devs have basically said they won't look at changing it until the CB.

Use Warcry2 then Intimidate2 then Warcry2 again all while kiting. I witnessed this use recently seemed to work effectively enough.

what exactly do you mean? use it again while kiting, You can only use warcry on teh same target once every 30 seconds, and attacking breaks the delay. Int will not break the delay but anything else will...

now this is the kind of post I want to see here. Brawlers are not as wussy as they seem if you have TACTICS!

also Warcry then intimidate is very useful, specialy against fencers who do have good intimidation defense. you dont have to worry about taking hits whiles attempt to intimidate your foe. it works very well as a forward offensive tool, and of course warcry means free hit so using it in mid fight really throw your oppnent off.
warcry is a great tool still, shame about to CoB tho...
