Actually, back in beta I posted this suggestion on how to implement PC bounties in, what I think is, a reasonable manner. Another tester also posted a similar proposal.
In short PC bounties would be the result of a player failing to complete a special mission. The player would know ahead of time that failing the mission could incur a bounty being placed on him/her.
A. A third type of mission, "Special",would be added to mission terminals resulting in three mission categories to choose from: Delivery, Destroy, and Special.As part of the mission acceptance protocol, a player would be warnedfailing the missioncould result in a bounty being placed on the character. Further, the player would be advisedif a bounty is placed, a player Bounty Hunter couldundertake the mission for collecting the bounty.
B. Special missions would not be available to all players. Special missions would require a minimum level ofskills (for instance Expert weapon skill, or some other reasonable criteria).Special missions would be more difficult to accomplish than other types, perhaps requiring completion of multiple steps (perhaps part delivery, part destroy).Special missions would offer player significantly better rewards than other types, as compensation for the risk.
C. Upon failing a special mission, the player would receive an in-game email from the mission source notifying the player a bounty had been placed.
D. The player would be given a timed"payout" option to avoid being hunted. One possibility would be a failure fee of 150% the original reward of the mission, i.e mission would have paid 5,000cr the payout would be 7,500cr. The player would have a deadline for payment, after which a bounty would be placed if the payout is not paid.
E. If/when a bounty is placed on a player, a special Bounty Hunter mission would be created in the BH mission system. When accepted by a BH, a specializedTemporary Enemy Flag would result on the bountied player for the accepting BH only.
In my opinion, this is a perfectly fair way to implement player bounties. The player has three ways to avoid being hunted:never taking special missions,successfully completing the mission, or bypaying the payout fee.
This is a shortened and enhanced version of my original post on the beta boards, but seems like a good place to throw it in the ring for discussion.

A redesign is possible, look at all the great ideas for workable systems (a la poster Wit). Every game will have its greifers and immature players who will try to exploit a system but it shouldnt ruin the experience for everyone. Canceling PC Bounties will kill the realism and fun of the profession. NPC quests will get so repeatitive, it's just not worth it. Factional PVP combat has just as much potential, if not more so, for greifing.
With the multitude of posts regarding this topic, it would help ease minds to hear something from the DEVs to either give us hope, therefore letting us build our BHs with the forethought of an exciting experience to come, or to just tell us its gone, and let us deal with it as we may. A simple YES or NO would suffice.

I would like to make a few expansions of this. Since bounty hunting is one of my goals as a character i would be so quick to add as Factions relations change your bounty could incres and or thus get placed ona bounty.
Example. I have a -2k relation with the thug faction on Rori. Why? because i snipe these gusy any chance i get. From my first encounter with them it has always been negative i was first attacked by one for getting to close to their camp fortunately i ran to the city and was chased and had a few other Players help me out.
What i found was that killing this one NPC caused my local faction relations to increase making me some what of a celbrity withthe locals. but the thug faction took a liking to placing a very real dislike of me so now it is no questions asked shoot on sight. Why not offer this kind of thing as a bounty option for bounty hunters of the specific faction?
Basically bounty hunters wouldhave totrack them downto get the reward of course.But if theperson fails to aquire them in the bounty the misison is then a failure and the bounty hunter then gets a bounty placed on their own head as well and their status is alertedto others. This might make a game much more exciting to know that through a failed bountycapture attemptthe bounty hunteris reported in all major citieson a planet.
Thus others are aware theere is a bounty hunter running lose.
Which would make it more difficult to track prey etc.

i agree with most of what is being proposed on this thread.
However, if a player incurrs a bounty, I don't think they should be notified to add suspense to the game. Perhaps if said bounty were a smuggler with high enough "underworld" skill he could wrest some info from infromants on the status of prices on his head?
I agree with Wit's suggestion regarding "special missions".
Perhaps these missions could yield a rare item, power-up, weapon, armor, crafting too, etc.in addition to a large number of credits.Perhaps each class could have an appropriate line of these types of special missions. I do not suggest making them "epic" by nature such as have been done inpast games. However, missions that would require a few different planets, several different contacts, and several progressively more difficult destroy or kill elements that would span a few days of play sessions would make it more interesting.
Failure of the mission would then result in a bounty being placed on that persons head as described in Wit's suggestion.
I have a idea for PC bounties i got it from some one in another form sounds like a good idea so im passin it on. I can see how PC bounties can be abused but if u charge money to put a bounty on someon say 20k cedits and then money afterwards for the reward to the bounty hunter. In example u pay 29,000 cedits 20k would cost u to put the bounty on the person and then 9k would be the reward for the bounty hunter. This will stopalot of people to abuse pc bounties since the high price well just anidea
