The 1-handed speed skill is the percent reduction of the weapon speed. So a 20 speed skill means that the weapon's speed gets reduced to 80% of what's displayed on it's details window.
So using your example:
Actual speed = 2.6 * (100 - 20 ) / 100 = 2.08
So you'll attack a little less than once every two seconds. I'm not sure, though, if this is rounded to 2.1, 2.0, or kept as-is. Even with timestamps turned on in the combat spam, it's hard to tell just how small an increment the timing is kept for parts under 1 second.

any formula for figuring out the weapons speed included given skill speed?
say weapon has 2.6 spd and you have +20 to weapon speed, how would u determine what the weapon speed is after weapon speed mod for skills? Thanks

was curious what the 1 handed speed is at master fencer without mastering brawler.
and curious if anyone knows what the max speed of a weapon this will allow to attack at cap
and curious if anyone knows what the max speed of a weapon this will allow to attack at cap

the player speed mod at master fencer is 90, not sure about the second part id have to look at a damage calculator or something

At Blademaster thespeed is capped at1.0, the delay depends on the special(s) used.

I've testeda looted(purchased) dot gaffi with a 5.7 speed and a regular gaffi 168 min and 223 max with a 3.4 speed. Both swing at the cap, the dot gaffi took alot longer due to the min 48 amd max 91damage factor.

I'm new to carbines. I just reached +60 speed (with +15 in SEA), which is what you would get at master.

Heh, but you all ready knew that.
I was wondering if you vets could tell me why Master Carbineer would get +60 speed, compared to Master Rifleman's +90. I mean, rifleman is just plain stupid, but Carbineer has the lowest speed at master of all the combat professions, why?
Was it nerfed down?
I know i could go some BH to get more speed/accuracy, but that's not really the point (and quite a number of skill points).
Boo! to Carbineer speed.

Maybe you should pick up BH carbines. You get +115 carbine speed.
