I think players who think others are scum for not doing PvP are the true scum.

Yes but the guy that gave you the mission and wrote the spiel about the farm was also BH scum.
Personally I don't mind being called scum - I kill settlers and miners for fun (6 credits a time). Thats my definition of scum

So, as was mentioned, STs are composed of clones(of various strains) as well as conscripts. Thats also supported in this very game, as an Imp officer in Bestin gives a mission to go kill the Death Watch Overlord and get a sample of his blood so they can use it to clone a new batch of STs.
Still, w/ even part of the Empire being made up of "scum", the OP still makes the same point.
