No, he is talking about taking missions on the same Jedi over and over again because it was easy to do since names were shown on the terminals, and he is also talking about taking missions only on Jedi that have a payout from 80k to 160k and therefore neither have high-level regular nor high-level Jedi skills and are easy targets therefore. And he is talking about forming gang squads on those low-level Jedi.
All of these practises were done by abusing the game mechanics. The system was designed so that BHs would go after random Jedi, chosen by a pseudo-random generator. Instead some BHs kept refreshing the terminals until the random generator generated the name they wanted to see or the payout they wanted to see. Not the system was determining the Jedi who got hunted anymore, but the BHs themselves chose who they hunted and maybe caused xp loss to. This was a huge door for griefing others.
Can we stop this issue now because obviously the devs decided it was a bad system?
Well, if they're going to allow 5 BH to take a single jedi's mission, and jedi are pretty hard to kill 1vs1, I'm not sure how a bunch of BH taking a single mission could be considered griefing....
Picking on the same low level paddy over and over on the other hand is a bit nasty, but then you don't actually * have * to be on the terminals....

a) Open up your in-game Holocron, press the "report a harassment" button, and read up the "what is a harassment" section. There a BH going after a Jedi is stated as being an in-game mechanic and not an harassment, but a BH going after the same Jedi over and over is explicitely given as an example for harassment.
b) Post-CU solo-grinding xp is about 20k to 40k Jedi xp per hour. A finished template needs more than 30 million Jedi xp. Do the math and you will realize that grouping up is necessary post-CU to finish a Jedi template in a reasonable amount of time. Pre-pub 20 not gaining visibility was not an option and being on the terminals was not a choice made by grinding Padawans, but a fact they just had to accept if they wanted to progress at all.
c) A full-templated Jedi is supposed to be 1.5 times the strength of a full-templated BH, but BH gets to choose where and when to fight to make up for that disadvantage. So 5 vs 1 gang squads are not fair, and they are really not fair against a grinding Jedi who doesnt have a full template yet.
Did anyone else take offence to this from blixtev:
I did the math and it comes to about 1500 hours worth of grinding or about 63 days non-stop. That's at 20k an hour.
At 40k an hour it's 750 hours grinding time or a little over 31 days non-stop.
I fail to see how grouping is/was necassary.

Exactly. Now factor in that people do other stuff besides playing a computer game (work comes to mind). If somebody plays 3 hours every day (seems to be a high number) that 1500 hours become 500 days. That is almost as old as the game itself is.

Well, that's how long it was originally supposed to take. Of course it doesn't matter anymore PvP has no death penalty, PvE has no death penalty, no group visibility. If a Padawan gets on the terminals then something extremely dumb was done on the part of the padawan.
