i usually use my lower sac weapon with a sac powerup while i whittle their force(and now mind) bar down by making them heal, then once i think i've got them where i want them i switch to my heavy damage weapon and finish the job, so i'd say keep both

Too bad the proton was sliced pre 19. if you can get your hands on another proton use that for sure.
I've gotten my proton carbine DPS up to 873.

DPS is meaningless. Why? Speed is meaningless. Why? Because if you are trying to do damage you are alternating attacks, which cooldown at the same rate with our without high/low speed.

the e11 mark 2 carbine is the best. it has a better attack and a better dps

I'd say the E11 Mk2 is much better, you just need to apply the best SAC pup you can find to keep you going. If you can't do that or don't want to, then I guess you're better off with the proton.

Oh my god, that's a horrible E11... seriously dont touch it. Proton is better, not great as the SAC is still too high. Ignore DPS, it's meaningless, if you insist on using it as a guide then pity the fool you.
For weapons look in this order
SAC (you want <80, preferabbly 75ish and use a SAC pup on it)
Damage
Speed
