What thread are you reading? I think its pretty well established that player cities and player vendors belong to pLAYErS, and those players have full rights to ban whoever they want for whatever reason they want.
The only "problem" here is that other players don't like you, and won't let you use their stuff. And that problem, my friend, can only be solved by YOU, not the developers.
Well, it can be solved, but at the expense of an ability. I think we can all agree that sometimes citybans are warranted, but not for BH's doing what they do. That is unreasonable.I want to make mention something here.

He is neutral (no factional alliances).... isnt this what the Jedi gripe about, all BH's should be neutral?
He doesn't hate tell, or gripe, and shows respect to his fallen foe (/bow).... where is the harm here?
It seems that he kills Jedi, and gets griefed for doing it. This is what BH's do? He is doing everything by the book, heck, he isnt even factionally aligned? What is the dam problem here?
he got kicked from every guild on the server and banned from every city and shop on the server. i think it's safe to say that his attutide was the problem, not that he's a bh. if you treat everyone you meet like crap sooner or later you're gonna run out of friends.

I'm sorry, but nobody is entitled to use my facilities, my vendors, my structures but me. They're MINE, and I have the final say as to who uses it. Nobody bought them for me. Nobody maintains them in terms of credits and/or energy. I can, and should, be allowed to choose who can and cannot use them. If I'm a mayor, I have those same rights and if the people who matter "read as constituency" don't like it, they can vote me out and replace me with someone more suited to their desires.
The OP isn't a member of those cities. He pays no taxes on them. So he's not entitled to do a damn thing with them other than what the owners permit.

I don't care if he's neutral, reb, imp, or has +5000 Gungan Faction (though, the later is a guaranteed cityban). I don't care if he's polite, or a corpse-spitter. Terms like "unreasonable" and "unwarranted" have no place in discussions about what I'm allowed to do with my stuff, and who I choose to allow to use my stuff. Its MY STUFF, and if I don't like bounty hunters (or Rodians, or people in hawtpants, or anyone with a character name like 'Chewcacca'), then they're goin on my ban list.
Wanna not be banned? Wanna be loved by the community? Go reroll your character into a doc, and sit in my city offering free buffs and wound heals to my citizens. Or go plop down some harvestors and offer me some good resources. Or reroll to ranger and go hunt me some high qual leather. Making THOSE choices with your character will gain you my affection. Making the choice to be a BH and use that BH to take Jedi missions (instead of NPC missions) means that you may kill me, or one of my Jedi bretheren, and that will put you on my Poo-in-their-hair list.

Convince me then. You explain to me why, as a tax-payer in a city, I should pay for a system that makes it easier for someone to cause me exp loss. Why I should pay, through taxes, for services that someone who has cost me time and effort can use to....do it to me again.

You permanently punish someone because you don't like what they do. You are no more than part of the problem and yet another contributor in the Jedi/BH hate wars. What we need are solutions to the problem, not continously adding wood to the fire.
How can jedi expect BH's to be more peaceful when it appears the Jedi are the more childish about it?

denial of service is NOT griefing....with the changes to the BH terms BH's DON'T GRIEF (except sometimes, verbally)
expecting to be able to attemptkill someone one day and then for them or their associatesto assist you in any way in the future is out of touch with reality, and far more childish than a ban for any reason.

Back to the question of griefing, eh?
BH uses OLD bounty mission system to particularly take one Jedi's mission over and over again, particularly because he hates this one guy. He kills him several times, and causes XP loss on the Jedi. This is a very qualifiably LOSS. The Jedi has lost XP.
I cityban someone from my city. They can still walk thru it, but they can no longer use my city facilities and structures. No loss has occured. Their entitlement cannot be assumed to extend to the use of my private stuff. Like I said before, if this were true, then I'd create a char on your server and demand you give me everything you have on your character, and if you don't, I'd report you for griefing.
As for what I can expect from BH...I can expect them to be BHs. I can expect them to hunt and kill Jedi. What can I expect from Jedi? I can expect them to protect their interests, and not aid, in any way, BHs they believe may hunt and kill them. This includes not doing business of any kind with said Bounty Hunters, nor allowing them the use of their stuff. This is not childish. This is common sense.
As for a "solution to the problem of BH/Jedi hate wars", there is no solution. BH kill Jedi, and cause them XP loss, which causes unhappy feelings. This is human nature. We're not meant to be friends. The system, and human nature, aren't built that way. I don't believe this is by accident, either. This hatred gets people passionate about the game, and keeps them playing after the grind is done. SOE isn't STUPID, you know?

My Doctor will not heal or buff Imperials in general (or known BH that have attacked a Jedi of my guild, regardless of faction).I will not heal or buff people that annoy me. Does that make me a griefer?
My city doesn't ban BH on sight although i had to convince the leader of the militia to adapt this policy, nor do we ban imperials on sight. But if we do choose to ban you its our perogative. Some of our crafters will ban BH, but thats the individuals perogative.
