The spynet op you are looking for is next to the Cloner in the alcove.
Directions: Exit the Starport, turn left keeping the starport on your left, go down a bit. You will see an alcove on your right with an NPC. Past him is a littlecorridor and the cloner. If you have gone past the cloner, you have gone too far.

i know his bounty is for 222000 so whatever rank that makes him.
i just figure with ch its 5 vs 1 so he should die rather fast.

You asked a good question about the hostility between BH's and Jedi. Why the hostility?
Basically, it's because BH's want Jedi dead, and Jedi don't want to die.
See, there are three types of BH's that hunt Jedi...
The first type are the ones in it for the money. They take Jedi missions because a 200k payout is a nice chunk of money. They hunt, and kill Jedi to make a living. These types of BH's are very rare.
The second type are the ones that hate Jedi. Either they feel that there are too many Jedi in the game. Or maybe a Jedi or two really upset them about something. Whatever their reasons, these BH's hunt Jedi to cause them to lose xp. The thinking runs along the lines of "if I make these Jedi lose enough xp, they won't have their Jedi out in public very much anymore". Out of sight = out of mind.
The third type are the ones that hate Jedi, and they also want to get the money. They encompass the best and worst qualities of both the other two types.
Now, there are two types of Jedi in the game...
The first type are really into the Star Wars scene. They do the grind through Jedi, and they really enjoy playing as a Jedi. They help everyone around them, and basically do whatever good they can for the server. They don't send hate-tells, or talk down to anyone. Like the Jedi in the movies, they are humble, and patient. These types of Jedi are very rare, and they almost never care if they lose xp, because the journey is more important to them than the final result.
The second type of Jedi are the ones who want to be "better" than everyone else. These Jedi feel that since they have "earned" their Jedi, that they should be entitled to special treatment. They grind as fast as they can through the Jedi skills, and they will sometimes resort to less-than-decent behaviour to acquire the "best" loot for their sabers. For them the end is more important than the journey.
Now, here's the problem. So many "type 2" Jedi have entered the game, that a lot of people have gotten upset. And because of that, a lot of "type 2 and 3" bounty hunters were born. And it has become a war of respect vs. XP.
It's now a circular issue. The BH's make the Jedi angry, which makes the BH's angry, which... blah blah blah... circular. 
The BH's want respect, and the Jedi want their xp. Someone has to give. And it's up to both sides to decide...
Which is more valuable? A BH's pride and self-respect? or a Jedi's xp?

I too respec to MBH and want to hunt Jedis. Because more than half of all Jedis are bought from Ebay!

Even if it's one of those dreaded "type 2" Jedi, treat them with respect. Whether you win or lose, thank them for the fun, and congratulate them on a good fight. Because, at the end of the night, it's better if you can log out like a man/woman, instead of like a boy/girl.
No matter how badly someone treats you, never sink to that level. And maybe, just maybe, they'll walk away and learn something.
And, on a side note, I'd like to add that yes, I did the Investigation grind back when we old-timers walked everywhere we went, had 10 minute shuttle waits, and had our marks spawning in walls 90% of the time (or not showing up at all). Regardless, don't let any other BH's walk all over you, just because you're a Respec BH.
Everyone was entitled to a Respec.... Everyone. And if you want to Respec to Bounty Hunter, then Respec to Bounty Hunter. It doesn't make you any less of a BH than the next guy/gal. Hold your head up high.
Those who disrespect people who /respec to their current profession are acting really silly IMO. Judge a player how he plays his profession, not how they used their /respec (like all pre-CU toons were entitled to).
Yes, BH use to be hard to get... Now, even w/o /respec, it isnt. I was around before vehicle or mounts and I ground up all my former professions the hard way. I busted my ass and never /afk macro grinded. Every last EXP was earned by hand and gained by using my two feet.... After I get back to the game, SOE revamps everything. What I busted my ass to get now sucked...
In fact, my formed toon was more powerful then my current one (though I'm not complaining, I actually like it!). So now I'm a MBH.... So I /respec to it... Either that or spend a few hrs on 2x week... No difference really...
Again, whether BH or WS, it all comes down to how you play the toon that you now have! This is only a game and none of are the actual profession we play on the game and none of us really "earned" anything. We are all just playing a game to have fun. Nothing more and nothing less... Those who think/feel differently need to get a life
