I'm sorry...as a Master Smuggler for almost 18 months, I haven't logged a slice below 15%...so, I'm not saying it didn't happen to you, but I just find it highly unlikely.
it sadly does happen, I was gifted with a 13% speed slice the other day

Did they get this slice on armor?

At mastery, over logs and personal experience of thousands of slices you will not see a slice below 15% on weapons or 11% on armor.

Heh heh.. see, back when this stuff was still a big debate, there were slow but consistent reports of people with Slicing IV that talked about the 31-35% weapon slices they'd get. There were too many 31%+ slices to dismiss them all as mistakes, armor slices, falsifications, etc., but too few to think they were supposed to be happening with any regularity. So the general consensus was, Slicing IV gave a range of 12-30%.
As far as master goes, I've never sliced below 15% on the few thousand weapons I've done, but it's hard for me to dismiss people who otherwise seem to know what they're talking about but report an 11 or 12 or 7%(!!!) weapon slice. It comes up with some regularity, too. My view on it, then, is we do have a range at each slicing level that's supposed to be and basically always is a hard cap, but doesn't wholly exclude the extremely rare bug/general bit of weirdness that produces these low-end slices. Maybe they're all the result of people misreading or misunderstanding their numbers, but they're mentioned just frequently enough for me to have some doubts.

Yeah, everything about it's random, as borne out by various dev confirmations and batteries of player tests.

let's say you slice a peice of armor that is 67% base for 34% effectiveness. should the resists after slice be 89% or 90%? the actual percent is 89.78, does anyone know if it would round up or down. and if it rounds down... can you possibly submit a ticket to get it rounded up?

All I know is that slicing 70% base, if you get29% Eff , you get 90% base, while getting 28% Eff gives you 89%, therefore you don't round up.
But before submitting a ticket, be aware that roudning up is not a universal standard. In my industry - the alcohol industry - figures for bulk alcohol are not rounded up, but are in fact rounded down. So please don't waste the devs time by submitting another Smugglerasinine (to accompany the totally counter-productibe Smuggler one) ticket
Let's keep our gripes substantial, not make a mockerey of our very real concerns by becoming a farcical community with farcical issues

i put an ADK on a really nice expensive weapon. can i still get the weapon sliced without messing anything up? the last thing i want to do is ruin a 1.2 mil pistol or an ADK.

Why not wait till its been sliced before you ADK it?
