I seemed to be faster this weekend than I have in a long time...forgot to use force speed in a duel and I didn't notice being THAT much slower...and when I finally activated it, it was really quick.

Theres a good post on the subject somewhere in the pistoleer forum.
Seems that there are two parts to speed - modified speed and unmodified speed. There can be a big dif with a rifle for example with the rifle having a speed of say 2.5 but your modified speed being 1.2
Anyway the bug seems to be that whilst your modified speed it used for the initial hit all of your wind down timers use the unmodified speed. That means that even with uber tapes your speed is unlikely to change. This explains why novice and master LS seem to have the same speed.
Speed buffs from a doc and force speed (separately) can increase your speed by a large margin it seems - some people say more than 20%. You can see this change easily.
To sum up the base speed of the weapon u use is critical right now since SOE have once more got it wrong and I guess they are likely to do diddly to put it right.
My wife once asked me "If none of those tapes actually work why dont they just take the ones that dont work out of the game?" Well I couldn't answer - can you?
