Definatley doesn't seem right, what effect will these have on the weapon they are used in and is it an exploit to use them. If it is I really want no part of it...yeah I know...it's just the way I am.
Yes, the final weapon would most likely be considered an exploit here is why...
First off, not all min > max bones produce weapons considered exploits because some don't have a damage gap such as those you presented.To be considered an exploit the minimum damage must be raised close enough to the maximum damage on the weapon to effectively ruin any damage mitigation that may occur. This would be a PvP'ers dream since no damage would be reduced do to mitigation(as well as a dream of other players I guess). This is an exploit because it circumvents and destroys a necessary and balancing part of the game, and will not be tolerated. If a weapon is created with such said stats it will most likely be taken away by a CSR.
How to stop the CSR from taking your weapon you ask? Well contact a CSR and state to them you have a bone that has a min damage that is much greater than the maximum damage. The CSR if he or she chooses to do her job that given day, will come to you and switch the stats. There are lazy CSRs so if one tells you to just delete the bone, just delete that ticket and start over with a new one.

I'm pretty sure as long as the finished weapons max is higher then the min you are alright. I recently made a set of stun batons that had a max 1 damage higher then the min. I got real luck on those. But if you're worried about it just send in a ticket and get the stats switched(I'd tell your friend to do it since they're his bones). Either way there aren't going to be any more bones dropping like that so if you feel like making a weapon that will soon be considered "pre-nerf" and maybe worth millions, go for it. If you want to play it safe dont' touch them until the stats are switched.
Not sure, the CSR's have confiscated a few weapons where the min and max where very close
One guy on my server had one built with a 400 min 200 max bone. He let used the thing until the condition was like 100/100 then he turned it in and got a fresh reversed 200 min 400 max bone back. Funny stuff
If he already had the bone crafted into a weapon, the CSRs wouldnt give a bone back.
