ALL of the 3 are important.
Not saying all 3 aren't important. I'm saying that they are less important than skill. But a very close second.
Another example... over the weekend, I wanted a challenge, so I hunted a few jedi. I killed 2 outright with full buffs, armor, weapons, foods, etc. It was fun, but not what I was looking for.
The next mission I took, I hunted the Jedi in normal clothing, no armor, no psg, no buffs, only foods and my guns, and my skills. And I was still successful. It took patience, tactics, skill, and a whole lot of healing on my part. So in that scenario, I my template was more important than my equipment. But it was my skill that still outrode the others. A lesser combatant would have died. I was asking to be killed yes, but I wanted a decent challenge... when not faced with one, I created my own.
