Pub24 will have a change for AI. NPCs and creatures will use more specials.
(On TC creatures currently "only" KD and use bleed-attack but NPcs use Duelist-Stance/CoB/Root/and so on.)
Currently they use templates that arent possible with 250 sp so, I think they are still balancing them. But: If you watch the tcpa-chat you notice that BH-Marks will be harder.
So, the "best" template might change with the next publish.

i'd have to say MBH master pistols, xx2x Medic is the best NPC mission template. Pistols are fast, low sac, and (can be) high damage. the more important thing is disarming shot/intimidate shot. they turn moderately hard NPC's into creempuffs. xx2x is more than enough healing, especially if u use a droid.
