there is a point at which speed begins to matter, but as Hox pointed out speed has the most mods that can be added. always better to max out damage and SAC and worry about speed second. DPS is:
Min + Max / 2 = Avg Dmg
Avg Dam / Spd = DPS
it is a marginally useful stat, but means little to a CL80 player. a SAC capped pistol with 2.1spd before player mods will out damage a 1.73spd capped pistol with the same dmg amount during a fight because the SAC is going to be 15-20pts higher, draining off your action bar a lot faster. however, if you can speed cap a weapon, get all +50 in general and profesion specific speed, you can get your speed so fast that you can out damage a player with ranged and placed shot even though they are SAC capped and using higher end special because your cool downs will be almost instaneous. however, max damage will play a large role in that as well. a SAC/Dmg capped pistol/rifle/carbine will be very hard to out damage over the length of a fight, and will be nearly impossible if the player knows how to use their foods and other buffs.

yeah, youmight consider switching to a SAC pup or a more general combat role where you aren't needed quite as much as a damamge dealer, but a mezzer. then you can save your action bar a little better.
