Actually poster this is an exploit more specifically denoted as training, and its a bannable offense. A player cannot drag aggro creatures ontop of another player without consent, or more specific to cause that player unwanted harm. You did not engage in activity that would drag the attack upon yourself. The player intentionally pulled aggro radius onto you that you would otherwise avoid.
Shame on the other forum members who feed you the line that this is smart. This is not smart its exploiting. For a more specific reference read the EULA training npc/mobs on other players is expressly forbidden and is deemed an exploit. In this case its not even incidental its intentional. The jedi has absolutely no excuse he was exploiting.
There is no fine line here infact this is standard practice in most mmorpgs training is exploiting. Other examples of training exploiting are pulling kimogilia krayts and so forth onto bases. So they will destroy the turrets. Pulling mobs into cities to attack other players. Lair pumping mission lairs while other players are combating the creatures of said nest.
My advice is to report this jedi. He is neither being smart cunning or ingenious. He is useing a very old exploit to gain an unfair advantage/ useing game mechanics to an uninteded end. Simply file a harrassment report on the player put in that the player is useing training exploit to pull mobs onto other players, and report the name of the alt which he is useing to do this along with his jedi.
Anyone dumb enough to be useing training of mobs is dumb enough to keep doing it, and in the end dumb enough to be shocked when the CSR shows up and says congratulations you are banned.
doubt you will get banned for training in swg...I doubt you would even get a warning even though it is against the rules...
i have seen BH and Jedi incap from trains...i have seen both sides say they are doing a report on it...I have heard ZERO reports of people getting banned much less even a warning for doing it.
its against the rules to INTENTIONALLY do it...it can happen by accident but if you do it on purpose it is a bannable offense.
once he attacked it gave the attacked individual consent to attack back in any way the game allows, if he uses the environment to his advantage so be it. if the individual who was attacked pulled a train to him before he attacked i could see a problem with it... but, like the above poster said. i doupt anything will come of it.

spoken like a true BH hater, once the bh attacks the jedi has the right to exploit

Okay so take on an Imp Jedi. So I head to Tant and get his name and head over to where he is. Okay so I see him grinding with one other person. So I buff up, eat my food and head out to him. During the fight I see a CM using BactaSpray, so I have no clue what he is doing till the end.
The fekker drags 8 level 82 level mobs on top of me with his ALT and drops them on me while he roots me with his jedi.
Their has to be a way around this, I see the mobs so I use bacta shot and stims avoiding spray just for this reason. If this, then I will do a report, but I need to get some sort of feed-back because useing an alt to ditch out of a BH cause you suck and are getting to like 1/8th of your health then use that.
This is the most upset I have been ever, I don't care if a Jedi waxes me in combat, and I have all the respect for them if they can, and if any of the ones that read this are some that have bested me they will know that I show them the up most respect. But this just irks the living crap out of me because of this fool. Feed Back be nice. Thanks.

Yes it is an exploit, its called training. You cannot use NPC creatures to attack other players. Unless your a creature handler of course. Its listed in the TOS.
Sweet...sounds like I can /report every BH that runs through aggroing creatures that then aggro on me

You cant really report this, all the bh has to do is deny it and its your word vs his. Only way to prove it is if the CSR is actually there.
