Now wonder I was getting beat... all my Pre-CU good stuff sux now
Yup. Most pre-CU stuff got kilt.
You should be able to find some decently priced stuff, though. 5300 resist seems to be about average for decent stuff. Some go higher, but I wouldn't go lower.
I had the exact same problem returning from my time away. My DE-10s, Krayt EE3s, high end armor, it was all trash. Nothing near server best, but I had a fair few credits invested in my equipment. You really have to think of post CU as a new game. Also, before you buy padded armor make sure you're certed for it. Different profs are now certed for different armor. For example, as a BH/Carbineer I can use composite(assault class) or padded(battle class) but I would have penalties using Ubese(recon class). Assault armor has higher def. vs. kinetic, but lower def. vs energy. Recon is the exact opposite. And battle is the middleground.
As someone else pointed out, your gun is ok for now, replace it when you can, but armor first. If you can though, I would advise at least getting a stack of SAC powerups. Good luck to ya, and hopefully you get adjusted quick to this new system. It's not bad, it's just different.
solution is there

I'd say drop the master marksman and get some medic or even the first line of combat medic. Between that and stim D's it should be a ton easier.
Also, brandy isn't that great now. Use blob candy for action, spiced tea and booster blue if you get healing skills to help with mind, etc. Also, use duelist stance... it boosts your defenses by 250. Not only does it make you get hit less, it makes you get hit for a little less when you do get hit.
Your problem seems mostly to be that you aren't used to the Combat Upgrade (upgrade... lol) yet. Once you get used to it and adjust accordingly, you should be ok.

My Dl-44 Xt has a base DPS of 287 and my comp.'s energy resist is 3100 - 3400
Out of his 17k health, I took it down to about 4k each time...
It is a boss, b/c it does have the gold < > things on it's name

Ok, so if I give up master marksman but keep MBH and MP I'll have enough skill points for one branch of Medic(do to FS skills using skill points)...
What is the best branch to get? I was thinking 0400
If there's a lair or some NPC's standing by, make sure they're between you and the mark. Bounty marks almost always use spray shot and the lair will aggro the mark. If worse comes to worse, you can actually have the lair do most of the work for you.

I use this tactic alot myself... setting all sorts of wild and wonderous beasts on them... once gota mark to aggro a Nightsister...needless to say he didnt last long....

Sounds like you ran into a boss mark, did he have gold colored chevrons on either side of his health bar?? If so, then dont bother, they are extremely hard to kill, and the loot they drop is trash like jars of bugs and stupid cdef guns and such. Boss marks do not drop good loot like regular marks.
Balooney. I haven't come a cross a mark yet I can't pwn. I have also gotten good loot off of double gold chevrons. Bad loot as well but I have never had trouble pwning marks.

Your composite is crap. Replace it. I find that my high Kinetic Armor works best against most marks. They like using those Featherweights for some reason.
