Sorry, but you mis understood what he was saying. He was saying currently this is how the AOE works. However they are working on rectifying the situation and making it so AOE dmg will not break cloak.
ALso where do you see in this response a statement saying "Working as intended" ?

AOE damage doesnt presently break cloak...
You want to break cloak...go commando and toss some Imperial Detonators. I swear, on my smuggler commando...If I am entering PvP and toss a nade on a red dot, four more pop up when they use knockdown recovery. That is when they all get nailed with Area Concussion/Area Panic until the calvery arrives.

No need to. I never saw anything wrong with that. But thats just me...
The only thing I could have a problem with is when a BH has a friend to /follow the Jedi (prevent cloaking) or /duel the BH so he/she has a target for the AOE-Attacks. But then again, this never happened to me so I have nothing to complain about.

I had this in PvP. I was spying on some rebels and one of them used AOE-KD and AOE-Intimidate.
So, now I had this nice intimidate-animation on me and all of them knew: overt cloaker. I had some of them around me very fast...
