5800 battle isn't so good, you can get 6000 without even layering. I am pretty sure that most servers can hit that with resource kits. If you are getting RIS might as well get better stuff, and layered armor as well
if you putting tapes in it and plan on keeping it, layers are a must
1) Yes you have to give the schematics to an armor smith you trust
2) Pay a lot of money for one, Or you can try and find the parts for it and then get it built

OR should I get a new suit of 7000+ Energy Resist armor (not necessarily the RIS, if he can get RIS up to that I'm sure he can get any of his Battle Suits up to that with the right resources)

Keep what you have. Some people, not you of courseconfuse the new number ratings on armor. I know some of my buds initially thought 8000 meant 80 pct resist, I wish!
This is breakdown taken from the Armorsmith boards. So with 5840 all around, your armor is looking at roughly 47 pct or so damage protection. A 7000 armor yields 52.5 pct protection. So is the extra 5 pct damage reduction enough of a factor to switch? For me I would say no due to the current sweet mods you already have. Also if you look at armor decay rate, Head, Legs and Chest seem to be the pieces that drop fast. If you don't have anADK'ed set, I would put all the high end skill mods on the bracers and biceps first or if you can find pre CU socketed hand and feet armor go with those .......
