1&2. If you select jedi from the oposite faction as you (jedi will be listed like Rebel Jedi, Neutral Jedi and Imperial Jedi) point 1 and 2 will not take place.
3. You can still steer away from friends and associated if you know them, when you get to them. The problem today is to steer away from jedi of the same faction, and many find that pretty easy too.
4. If you pull the same mission on the same jedi, you are free to hunt him. You are now innocent if you hunt the same jedi more then once, since you - after all - did not know who it was when you picked the mission. And if you are softhearted, you can drop it when you learn it.
5. This will be the same situation as today. No changes here. However, i know a BH who went for a jedi under teh Fan Fest this year. The Jedi where having a show off arranged by SOE i think, and the BH came in, unknowingly what was going on. As far as I know, that BH was asked to please come back at a later time for the BH, since a event was taking place
So, as an answer to your question, my BH ALT could not do Nr 1 and 2 by accident. Nr 3 I would have no problem turning away from, but ofcource nr 4 and nr 5 will be difficult to avoid with best indentions, in the coming publish.

I won't kill a guildie jedi if i get his mission or maybe a jedi i have a deal with, which is only 1 right now.
I will always kill the same jedi if i get his mission again the same day or same week. If they cry harrasment I'll say "Tough $hit, blame it on the revamp jedi noob".
If the jedi is attending a wedding or some other player even, that just means there are more whitnesses to see me kill him lol.
Any jedi who is not in my guild or an allied guild or a "protected" jedi (protected i mean they are a friend i have a deal with) is fair game at any time or any place.

Heaven forbid Bounty Hunters lose their ability to grief a Jedi by contiuously hunting him/her.

Check out some of the not-so-fun patch notes from 19.
- Three costs for healing (Action, Mind, and Force)
- Increased healer timers
- Sap was reduced to below CM level
