At +84 or +86 You're right on the cusp of being able to hit the speed cap using crippling shot with a typical damage sliced DXR6 or laser carbine. +90 pretty much puts those on the cap, but some of my PvP weapons are stocked and therefore about 0.4s slower, hench my desire to get to +95.
Yeah: Actual Speed = Weapons Speed * Special Delay Modifier * ((1 - Personal Speed Mod) * .01)
Example:
Powerhammer with Speed 5.4
Areahit3 with a special delay mod of 2.5
Master Swordsman with a personal speed mod of 75
Actual Speed = 5.4 * 2.5 * (1 - (75 * .01)) = 5.4 * 2.5 * .25 = 3.4 seconds per hit
Add +5 from a speed tape or from Master Brawler and it becomes:
Actual Speed = 5.4 * 2.5 * (1 - (80 * .01)) = 2.7 seconds per hit
You can get your speed mod above 100, but any values over 99 are meaningless. At 99, you should be able to use any weapon in the game with any special in the gameat the speed cap. For the PH above with a 2.5 special, you hit the speed cap before that at 93 (actually, 92.3).

I currently use two-hand head hit 2, do you know that off the top of your head?
