.. do you still use startle shot at some point in a fight?
yes, for the alpha strike ...
/aim + drink deuterium pyro + /snipershot + /underhandshot + /startleshot + /adv. crit shot + /head shot
if you don't miss, almost every jedi without aura turned on will be dead after this barrage

Can use instant stims as far as I know, apart from that they can move. Thats it.

And they can still of course use force heal, which any smart jedi will do before that barage is over to keep themself alive. Any force ability can be used while they are on their back, keep that in mind. So a smart jedi will heal after first shot, then turn on force aura and armor then infusion, whatever it is they may have. So keep that in mind, there is also no delay in turning these abilities on, well, maybe a second at most. Just some things to keep in mind when planning your attack.
I prefer the wear em down method personally. Because if the alpha strike fails, you have a much greater chance of surviving.

they cannot do any abilities while on their back and startled -- they cannot force heal. when you do a /sniper + /KD + /startle this all happens in 3 seconds. most jedi cannot react in time they would have to get the heal in a split second before you startle them. you're already at startle by the time they know what's happening. the startle prevents them from standing up and deals some good damage while they are knocked down. when you follow the startle with adv. critical you get two high damage shots while they are on their back -- damage multipliers in effect.

Usually right after a KD, I've noticed it catches them off guard as they hit the recover and "assume" they will get up, allows me to sneek in an extra shot or two.

What about tossing in a root once they hop up, followed by another KD and another Startle? Can the Jedi be KDd again? Will the Startle work a second time?

KD only works eveyr 30 seconds, no matter how many times you hit them with it it wont stick unless its been 30 secodns since the last time they were KD'd. Startle probably has a similar timer on it, because when I was master rifles I usually couldnt just use it whenever, I had to try a few times for it to stick.
