I'm still looking for the quest.

you get to dothe quest for that by killing the Arena Champion of the Kerritamba Village. If you let the champion live you will not get the chance to do that quest, but if you kill him the outsider on the edge of the village will start talking to you and that is where you get the quests from to get the Rifle you speak of.

How do you start the Arena Quests, I can't find any way to get the gatekeeper/guard to let me in, anyone?

Are you sure about this? I completed the Outcast quests and received the LD-1 rifle. That is different from the sniper rifle these folks are referring to.

Damn i let the a'hole live - thought if i killed him i might lose out on some future quest !
Any way of gettin this Rifle Quest now that i let him live ?

There is a second Explosive Shell Rifle, which is looted from Grieveous. It has an alternate name. Carries many mods on it too.

In Etyyy(the hunting grounds) i completed Serveal quest and then got the option to have a wager with sordaan. When u do them all u get the new geo carbine looking gun, a pitol(flare pistol) for SL and a explosive shell rifle + necklace BUT they all ahve diffrent names i beleive i was called hyper rifle

Does anyone know how i can get ahold of one of these Schems or how i can get a master Weapon smith to get one? Im on sunrunner and i dont think anyone has a Explosive SHell sniper rifle yet and i really want one to be UBER.

No, I don't know, and have never heard of this weapon. Where did you find out about it?

He's talking about the HVSR (High Velocity Sniper Rifle). Unless it was changed recently, the description says it's bullets explode on impact. It is a ROTW quest reward, and I do not know if there are schems for it.
