Where can I get it guys?

find a scout selling some, or just buy some off the bazaar, for the first bit you need. After you catch a fish and convert it into fish meat, you are left with chum bait and a fish "shell". So you actualy get more bait for every fish you catch and a useless fish shell that you can sell or drop in your house as a door stop.

Or just train the first box in Scout/Survival and use the "Forage" command.

You get it but foraging...

check the scout forums for how to fish.... its not as easy as it sounds

You can usually buy some on the bazaar, for about 100cpu (not as bad as it sounds). You shouldn't need more than 10 units to start, you'll get chum bait from the fish you catch, and once you figure out how to fish you'll get more bait than you use. And like mindwhip says, check the forum for instructions, it can be tricky.

Once you catch a fish, a scout can filet the fish for you (there's an option on the radial for the fish if you have the skill), and that will give you x units of fish meat, another jar of bait, and the fish to hang in your house/sell/destroy.
