The Dispersal Mechanism does not contribute to power, but it does contribute greatly to range. Range and Charges are experimented on together. So what would you get it you replaced it with something that contributes to power and charges but not to range? Either A) experiment on range/charges and get insane charges, shorter-than-average range, and much LESS power; or B) experiment on power, and get slightly higher power, more charges, and very short range.
Option A is inferior in every way to what is possible without the bile. Unless for some reason you want to apply a very weak poison or disease really cheaply.
Option B can be made into a nice short-range area weapon for close-in. Like maybe a suicide bomb.
And a 5/70 bile is not particularly good. They are very common. Higher-powered biles may sell for thousands. But 5/70 is worth maybe 500 to 1000?

Yes! in fact it can be used in combat meds, most often it is put in as a comp (can't remember what one-infection amp?) and it significantly increases the charges on your poison (uses), while also sometimes providing a slight boost to power. On Kauri, i have payed anywhere from around 4k to around 8k for a single rancor bile, depending on the stats of it (eg pwr 7, charges 77=~4k, pwr 8 charges 105=~8-9k....on kauri)
