If he's a Scout/Brawler, he's probably got Ubese armor on. That's not going to help him against you. If he's a brawler, he's also no good at range.
As a marksman with rifle, you were probably running backwards a lot to keep him in range to shoot him. If that's the case, then he wasn't able to hit you because you kept running.
That's your answer. It's called "kiting", and it's what you do against a creature that doesn't have ranged attacks (people too).

actually...if you get Flame 1 with the launcher pistol, you can always go to Rori and level up the original bunnies (leviasqualls) or tortons (what i leveled up!)
Tortons, grouped with a pet give around 3k xp...and for a low lvl commando are FAR easier than anything you will fight on the adventure planets (ie Dant w/ Quenkers...who are 7-9k xp..tortons are around 4-5k xp, and dont hit as hard)
Remember, we have a xp cap..so the adventure planets arent always as good for us to level up...only really at higher levels, at lower levels having a creature that wont hit too hard, and can be brought down in 2 Flame single shots (before they increased our special damage for the FT...with Flame Single 2, i brought down tortons in 2 shots...now prolly 1, you shouldnt have a problem at all [They're also heat vuln])
Until you're pretty far into the proffession, or have defenses from another class or go with a nice sized group...would the adventure planets like dantooine or dathomir be really worthwhile to grind...
