My Black BH outfit:
Black Bandana
Black Gunner's jacket
Black hide boots

I have my normal clothes, all looted except the boots.
My suit of'light' comp. Its actualy just encumb slicedboots, pants, chest, and helm with bone arms and no gloves. I wear it if I cant get buffs.(most bought from different vendors over about a month)
My full suit of ubese.
A full suit of unsliced comp. Colored to look like my light suit.
PvE
60% all resist Encumb Sliced Comp - can be worn with out any buffs
PvP
80 Kentic 65 rest Comp with 24 stun on helm - buffs and brandy needed to wear this
Socal
White spec ops duster, Akuana shirt with 10 bleed resist, white slacks, white boots, white gloves, Akuna belt.

I've got a matching set of forest green straped gloves, shoulder pad, mercenary bandolier, and belt. I don't like the skirts that we have to wear otherwise and I think less is more if you know what I mean

And yes this cost about 80K to setup, made the local tailors day!
Other than this I have an all black outfit, with special ops duster, black leather gloves, black uniform boots, black shirt, black pants (you get the picture). Yes they are all Bio-enhanced mostly for mask scent (from my MCH days).
LOL even my casual wear is "combat ready"
Thought i have been known to wear a standard black t-shirt, blue work slacks and dark brown rugged jacket at times.

no MS penalty for armor. Most folks get buffed up before they sample dangerous creatures. Myself, I tend to go nearly-nekkid, with just MS clothing with me that can decay. It's up to you.
If you have a combat prof in your template you might not need anything other than a few stims and some brandy. Without a combat monster as your other part, armor and buffs can be your best friend.
While I was leveling up I didn't wear anything. Literally. Saved me tons of cred in insurance. Looked pretty funny walking up to Arachne Queens in my underwear.
