Luke that would be idiotic. For one it would require a doctor and not us. Also it is just ubsurd to begin with.

the idea of having a be being able to take out and control a pet is crazy, the game isn't set up in that fashion. the idea of a droid engineer getting the best 'pets' of the game is crazy.. everyone should have the opportunity to be able to do this without having to be a droid engineer. droids are a part of the star wars community, always have been. if you want, make a completely new class for droid handler, apart from the droid engineer. allow everyone to take out their little droids they have now, and a droid handler will eventually have the ability to take out the top of the class droids. this is the only way to make it fair, unless of course everyone is able to take out and use top of the line droids. actually, I believe the latter is the best situation. it would be nice to see the ability to take out a nice droid along with my lvl 70 pet, knowing that if my droid dies, it's gone or will take a hell of a lot to repair it.
going any other way, you'd have to make it so only weaponsmiths could use their weapons, be's are the only ones that can use their pets and droid engineers are the only ones that can use droids. pretty useless of a game at that point, no one to sell finished products to.
