Non CH is limited to a level 10 pet. Best I can recal is a Bio-Gurrcat at level 10 and I think his Ham was 3406, 2886, 1404 on Ahazi. When sent to attack a Picket (Dantooine) the cat will nearly incap when tanking one Picket before the Picket can be put down (Master Pistoleer-FWG5 that hits 330 max at 2.2 with a PwerUp). If there are two Pickets the cat will incap. It should be pointed out that you can tank one picket with good composite and a buff.
On Tempest I am a 4411 CH and use a level 16 Female Plains Tusk Cat againts the same two pickets. In this case the cat makes it to the end HOWEVER as a Master Rifleman with Stafe2 (T21) is only about half as long as it would be on Ahazi with the Master Pistoleer toon.
If you were trying to Tank with a pet at Novice Rifleman I seriously doubt that the Tusk cat would be able to stay in the fight long enough for the Novice Rifleman to put it down. I do have a level 22 Razor cat that would with a HAM of 7000.
I think you can see the problem from this realitive comparison as to the dificulties of using the Non-CH pet...even a Bio Gurrcat. If you scale back from the picket to a smaller creature then your xp makes it far less worth while. To get the xp you need the higher level targets that the small pets can't handle.
Probably the best solution is to find a guy who is grinding CH xp and group with him. His pet can tank and you can go for the combat and rifle xp.
Hope that helps and good luck!

Lots of comments on droids. The good thing is that they're relatively cheap and easy to find.
A high quality non-CH pet is far superior however. You might have trouble finding a BE who makes one, and even if you do there might be a bit of a waiting period. Depending on your server's economy and the BEs involved, you could end up paying upwards of 500k for a good pet. On the other hand, you might find them as low as 80-100k, it really all depends on the BE.
A good non-CH pet will have a health of around 10-11k, action and mind could be anywhere between 3k and 7k, depending on the quality of DNA samples and the experimentation. I'd say that when I was a BE, my average non-CH tank pet came out to around 10k/6k/5k with 60% kinetic resistance (light armor is not possible on a non-CH, that instantly bumps it up to CL20). Specials are up to the BE,but common ones I used were Strong poison/strong disease andcripple/intim, both with ranged attack. Damage isn't really important, but on average it's 120-130 with the highest being around 170-180, any higher and it's too hard to keep the other stats and keep it a non-CH. Great thing about pets is that you can get doc buffs and use regular stims on them (and of course pets can instantly heal their mind pool). The general opinion is that these will be nerfed eventually, but they seem to be pretty low priority with all the other stuff going on.
my opinion on the non-ch pets with hams reaching 10k with the 60ish resists is they are "bugged" pets. they should not be allowed to be made this way, its overpowering to non-ch's and cheapens the CH profession more than it already is. if the devs wake up sometime soon, they hopefullywill remove any possibility of a non-chBE or otherwise pet having more than 3-4k ham with maybe 10-15 kinetic at the most.
