The only way it could be more complex was if there was a random number involved somewhere along the process of actually calculating CL...
Personally I think that excuse was just BS.

I'm not so sure. I honestly think no one on the dev team had a clue what the CL would come out to under the old system. The formulas were too complex or buggy to easily figure out, which is why we could get a CL 10 with wild CL 70 stats.
Maybe a competent programmer could have gotten the information previously, but let's not give them too much credit.
