I made a BE level 33 Brackaset and it took way longer for it to become mountable (full grown) than the lower level mounts did.

I'm fairly sure carrion are one of the species which need to be as good as fully grown, the only exception to that rule were the Gaint carrion but that was another species all together remember.

I have had CL 30 Bols for mounts that were trainable at CL 21

I don't think you have to worry about the critter level for mount. I made a CL30isharmor clad brackaset that a creature handler is using for mount. He couldn't train it until it was full grown however.

My level 46 carrion spat had to be full grown beforeI could train it as a mount. But it does get appreciative stares when people notice its 12K HAM, light armor and kinetic resists.

I used to ride around on a level 50 armored bol before I started dropping CH.

So higher level pets are definitely mountable
