the inof on the first item lead me to belive it will, when used on armor slow down the decay rate. the bottom line reads "prevent wear and tear on outfits that are meant for active use"

As for the armor bit it sure looks nice. hope it is something that will be added to the AS line, but not require as much hassle as the Ris armor does

well you seen one of my chars with the wearble at-at helm/suit already trying to get both sets
