So how do the armor/clothing attachments work, exactly? Do you need a specific person to apply them or can you just buy+use? Thanks.

Skill tapes are clothing skill enhancers, you place them in clothing with sockets, each tape will apply the highest valued skill enhancement on it with ties going to the higher listed skill first, if the item already has the bonus it will poof the enhancer, they will not stack and an item may only have 6 total bonuses on it. you drag and drop the skill enhancers ontp the socketed clothing or int the case of Skill plates "armor skill enhancers" onto socketed armor

i was looking through my old junk and i came across a skill tape that said 'additional pets +3'. can someone explain the addintional pets mod

If I remember right, this is additional pets in your datapad. However, it will not work for anyone at master level, so its pretty much only useful as you are leveling CH or if you have no CH skill at all.
Like I said, that's IF I remember right, so don't take that as a 100% correct answer. I haven't seen one of those in ages, and I don't think they drop any more.

That was how it was supposed to work, Blind. Unfortunately, it is one of the many +skill loot drops that do not work at all. I do not think it ever did. How would they deal with taking the article on and off when you were above your level? Like many of SOE's bright ideas, it was not thought through. There is another that is supposed to add to the number of pets you can have out. It does not work either.

actually additional pets does=number out at the same time. stored pets mod is what determines how many can be in your datapad.

It is NOW, but back when those tapes came out, the terminology was still being narrowed down.
I forgot that was why they were removed. *shrug*

In PvE, yes.
In PvP, no. It is generally accepted that disease resist tapes just subtract from the potency of the applying CM's disease. As the disease is usually 120+ potency, this has no substantial effect.

What is the best skill tape you guys have seen for dancers and musicians?
I bought a leotard made from the Jabba schematic and it has 4 sockets available.
