I don't think City Size matters, as we're a Level 5 and are capped at Level 50 Missions.

I am mayor of the city Swoop Territory, about 1000m north of Dark Sword, Perill's city. I confirm this for our city too. It would be nice to get higher level missions, as running them out of Theed is insane with the distance you have to travel...

Waypoint is 6200 -5200, east of the Rebel Outpost by about 3k

Can't pull any missions higher then level 55

City is fairly new, about to hit 3 weeks, and is currently level 3.

I had that problem a couple of timeswith Rebel terminals at the outpost on Rori, but not anymore it since....
