This idea works if you think novices can compete with experts - In real life i want seen by a cardiologist if i have a heart attack and NOT a medical student. If my pipes burst I want a decent accredited plumber and not an oddjob man who's going "to luck out".
Likewise if i was to buy a handgun (and this isn't likely as I'm not in USA -----> btw did you see the posts about christmas presents on the american servers...."mummy got me a magnum"...oh boy) I would want a gun that doesn't blow up in my hand - i.e. an expert or master crafted one!!! novices should grind and not sell as in real life!! man do u really want a "novice surgeon" cutting into your belly unsupervised!! These guys are TRAINING -----> KEEP there nasty products away from me 
The argument above is my own day to day attitude and therefore perhaps a little, tiny bit elitist

I strongly disagree with this idea. I think that novices should not be able to compete with masters. A dabbler DE should not be able to make the same quality product a master DE could. What's the point of going to master (other than schems) if you can make the best of the best at novice? And all this idea would do is cause a run on Bestine Port. Every crafter would be guaranteed good results just because they drink the port.
And as a novice, I never had a problem selling my stuff. Sure it wasn't uber. But I also didn't market to uber types. No master combat prof is going to waste money on 12% bone armour. But a newbie could, and that's where a non-master crafter *should* be focussing their efforts. A non-master crafter should not have a line up a mile long of people waiting for their goods. As long as people charge according to the items they produce, there is no problem. Don't *expect* to earn as much for your stuff as a master. Charge according to the end result. Sure people will pay a premium for master-quality goods. But not everyone has the cash to do that. Those are the people you want buying from you. And those are the people that will keep coming back to you once you do hit master.
Removing the EP differences between master and novice would be, in my view, a big mistake and really devalue master crafters. The whole expectation that a dabbler *should* be able to compete with a master (who has invested the time and skill points to attain their mastery) is, I feel, fundamentally wrong.
